We of Tool Toul To are a team, a family devoted to assist the Kings of the AT world with their Regalia. We are a 100% completely neutral group who's aim is and will forever remain to assist any King, regardless of whichever team or "side" they are on.
In Tool Toul To, rather than AT riders, we have Tuners. This is not to say that no member of T3 can ride ATs, simply, we are not professional AT riders, as our aim and main ability is that of tuning. Tuners use the sounds of biorhythms to effectively link a King's style of riding to their respective Regalia. Since the title of King and the possession of the Regalia can change at anytime, so can the effectiveness of a Regalia change for whomever owns them at the moment. That is a Tuners purpose, to link the King to their Regalia, linking Storm Riders to the sky.
Tuners are thus masters of the art of creating, repairing and destroying ATs in all sorts of ways; The higher the skill of the tuner, the more effective they are in each category. It is then implied that Tuners can customize ATs better than anyone else can, given they have the right skills. And then, it is implied once more, that the greatest tuner is the Pledge King or Queen whom will one day possess the Pledge Regalia: Access.
While tuning, Ring Road riders do their best while clean of all clothing, or in other words, naked. By pressing this body to their King's/Queen's body, they can clearly hear all the biorhythms from every inch of their body and match the respective AT or Regalia, creating a link so that the King can use it to its maximum potential with a smaller threat to injury. For Tool Toul To, a special skin thin translucent like suit was made to further enhance the ability to hear biorhythms, and in turn, to highly enhance the ability to tune. Other various mechanisms were created to enhance tuning ability, some which are found only in The Factory, others made for portable use. While tuning, Tuners sing a chorus of song that matches that of the biorhythms within the storm rider.
Keeping the neutrality in mind, Tool Toul To members are thus not allowed, under any circumstances, to break this neutrality. This means the negative act towards another Storm Rider, unless done to protect one's self or one's own teammate (meaning to protect another Tool Toul To member), whether it be sabotaging their ATs or even attacking them for spite is strictly forbidden and will result in strict punishment.
T3 members also cannot Tune other Kings once assigned to one; In addition,Tuners cannot simply "quit" being a King's tuner without quitting the team entirely, as it is your soul duty and responsibility to be the tool of the King. However, in the unlikely event that a tuner's King requests or demands that they break one of their rules for their (the King's) personal gain, they can retire from that position, as under these circumstances, T3 comes before the Kings.
Depending on the situation, T3 members can assist other storm riders or kings with certain requests. E.g., if a storm rider has trouble registering for the Grand Scale Tournament, a T3 member may assist them in any necessary fashion.
Although I can't enforce this on members of any other team, for Tool Toul To respectively, when making a character for the team, or if you wish to join the team, it is to be noted that your AT riding skills aren't insanely good. Ring Road riders typically do not ride ATs, as their abilities are focused heavily on tuning itself rather than skating. Ring Road riders can ride ATs, but you'll only be pretty good at it, rather than King Level riding. However, these talents can be focused elsewhere, as using certain modified musical instruments, fixed with AT parts and modifications, are typically used in place for ATs when it comes to offensive battling with the Ring Road. So, in short, if you are a Ring Road rider applying for T3 membership, keep in mind that you cannot be some highly ranked AT rider.
Although not so much a rule as it is a practice, tuners from T3 typically carry an assortment of tools on them, whether it be inside of a bag or inside of their clothes which can be used for convenient AT repair on the go. Some T3 members have even been known to modify body parts to further enhance AT modification convenience.
